CONSTRUCTION (DESIGN AND MANAGEMENT) REGULATIONS 1994

Fees for services contained within this scope of service should be based upon a proper resource assessment to confirm what services are going to be provided and by whom. In this way the fee will take due account of the complexity, duration and scope of the service to be provided.

Planning coordinator role

It should be noted that the detailed role of the planning supervisor is as described within the Construction (Design and Management) Regulations 1994.
The planning supervisor should obtain a separate and explicit appointment for that role if the surveyor concerned is also being appointed as the designer.
The list of duties required by the regulations for the planning supervisor include the following:
· Give notice of the project to the Health and Safety Executive as required by Regulation 7.
· Ensure, by liaising with the design team, that health and safety issues are considered through all stages of the design.
· Ensure that a pre-works Planning Stage Health and Safety Plan is produced as required by Regulations 14 and 15.
· Be in a position to provide advice with regard to competence of designers and contractors.
· Ensure that the Health and Safety file is prepared in respect of each structure, as required by Regulation 14(d) and review and amend that file during the construction phase as required by Regulation 14(e).
Ensure upon the completion of the construction phase the Health and Safety File is prepared and delivered to the Client (Regulation 14(f)).
